This lichen is the Florida Perforate Cladonia. It is one of two Federally Endangered lichens in the U.S. It is endemic to Florida and very rare. The lichen does not seem to be attached to the sand. All the colonies I observed were on the surface. For more information: www.fws.gov/verobeach/images/pdfLibrary/clpe.PDF
