This is the introduced hemlock woolly adelgid (Adelges tsugae). It kill eastern hemlocks from small seedlings to old growth trees. Hundreds of thousands of eastern hemlock trees have been killed in southeastern U.S. For more information: en.wikipedia.org/wiki/Woolly_adelgid
