This plant looks like a moss or liverwort but it is actually the dwarf bristle fern. It is uncommon to rare over most of its range in the southeastern U.S. I have only seen it growing near water. The fronds are only one cell thick. For more information: plants.usda.gov/java/profile?symbol=TRPE2
