This is one of the species of horsebalms that are endemic to the southeastern U.S. There seems to be some confusion about identification even though the Genus was revised in 2006. Some of my botanist friend don't agree with the revision. This one is the anise scented horsebalm. Indeed the flowers smell like anise.
