Caused by a fungus, Gymnosporangium juniperi-virginianae. Orange jelly fingers emerge from the gall in moist spring weather to produce teliospores. The wind carries these to apple leaves.Yellow/orange lesions with aecia on the undersides of the leaves make spores that infect the cedar.
