I also agree with your sense of urgency. The deadline for 1998 proposals to the NSF Surveys and Inventory program is 1 November. In order for TWIGs to prepare proposals for this year, sampling design and many other aspects of a plan for the ATBI need decisions NOW. The proposed timeline, aiming for consensus by the end of the December meeting, is much too deliberate to take advantage of current funding opportunities and it may cause some loss of momentum. A shorter timeline will increase the possibilities for mistakes, but I think some intense mental energy now will minimize those risks. Are there others who agree? John jmorse@clemson.edu
