     "Guys" - This is a program that USEPA runs.  We've never applied
     directly as a Park, because its not meant for federal agencies,
     really...though see Dana's note below.  This is open competition.  I
     sent Dana to Duluth last week to argue (with other NPS folks) for a
     share of EPA's new amphibian intiative.  She thinks it may hold some
     possibility for scientists to apply in association with the ATBI.

     Below is info on EPA STAR (Science to Achieve Results) program:

     Go to 'Announcements' for a listing.  If you go to 'Communicate', you
     can register with the site and they will send you updates on calls for
     proposals.

     They distribute $110 million annually - usually distributed among
     8-900 research grants (~3500 apply).  Also have graduate fellowships
     and exploratory grants.  Fed employees can sometimes apply ... must
     watch eligibility statement.  When not allowed, Fed employees cannot
     be PI, but can cooperate with nonprofit organization, university,
     etc... as long as the relationship is not 'substantial' or requiring a
     coop agreement be written.
